The Destinee Woods Road Association is how the neighbors along Destinee Lane and Fern Avenue keep our shared dirt roads maintained. We are a private, neighbor-run group — not part of the Town of Naples — and this site is our common ground: where meeting notices and minutes are posted, where the treasurer's reports, contractor bids, and letters from the town are kept in the open, and where any household can pay dues or send the committee a road problem or a question. The idea is simple. Everyone who chips in for the roads should be able to see what gets decided, what gets spent, and why — without having to be in the room when it happens.

Road Association Rules
Currently, we are an informal road association, but we still have rules that we follow to make sure that we are working within neighborhood boundaries. Here are the current rules that the association is using, per the 9/23/2026 meeting:
Purpose & Scope
This group of owners agrees to maintain the road for the benefit of all users.
Membership
Members shall be comprised of any household that owns property on the road and is in good standing with payment of road association fees.
Maintenance Responsibilities
All members are expected to keep their own property clear of debris and snow to allow safe passage.
The group will meet at least once a year to discuss road conditions, snow removal, plan repairs, and approve a budget.
Repairs will be prioritized for safety hazards (e.g. potholes, erosion) and will be shared equally among members.
Cost Sharing
Each member will contribute an equal share of repair costs.
Contributions will be collected in cash, by check, or by Venmo twice per year.
No member will be allowed to “free ride” - if someone refuses to pay, the group will discuss a resolution before taking action.
Usage & Access
The road is open to all members and their guests.
No unauthorized vehicles or equipment will be allowed on the road without prior agreement by the homeowner(s).
No dumping of waste or hazardous materials on the road. Members agree to remove any pet waste deposited on the road by their pet.
Decision-Making
There shall be a Steering Committee representative of the neighborhood comprised of at least 1 member of Upper Fern Ave, 1 member of Lower Fern Ave, and at least 5 members of Destinee Lane. The purpose of the Steering Committee is to review options for maintaining the road; and to develop recommendations in preparation for the annual meeting so that attendees can be informed and approve a yearly budget by consensus. If a consensus cannot be reached, the group will vote on the matter.

Once a yearly budget has been approved, the Steering Committee is responsible for Vendor relations, obtaining quotes when necessary, and allocating funds as appropriate.
Any major budgetary changes that would require additional funds beyond the budget must come before the larger group.
A quorum is defined as the minimum number of voting members who must be present at a properly called meeting in order to conduct business on behalf of the group.
For voting purposes, a quorum of eligible homeowners must be present at the meeting. A quorum shall be defined as 50% of the current eligible homeowners plus one with each household getting one vote. A majority vote shall be defined as 50% of the eligible voters at the meeting plus one with each household getting one vote.
Enforcement
Members agree to uphold the rules voluntarily.
If a member repeatedly fails to follow the rules, the group will discuss the matter and may seek mediation or legal advice.
Recordkeeping
Minute of meetings and a list of contributors will be help in a shared notebook or online document. This information will be shared on this website for easy access.
A Treasurer shall keep a report of the Association’s finances to present at the annual meeting.
We want to make sure that we are communicating as efficenctly as possible! To that end, we ask that at least one person from each household provide their contact information.

Pay Fees
Association fees are due twice a year, on March 1st and on September 1st. The amount is determined at the annual meeting, held in July.
Currently, the plowing and sanding fee of $325 was due on September 1st, 2026. An additional $325 for road grading, gravel, and other materials is due on March 1st, 2027.
